Every year between December 1 and December 31, all NYC multiple-dwelling property owners must file a Bed Bug Annual Report with HPD. This requirement—established under Local Law 69 of 2017—ensures that owners gather information from occupants about bed bug activity for the period November 1 through October 31 of the reporting year. The law applies to all multiple dwellings, including rentals, co-ops, condos, and hotels, and reports must be filed even if the building had zero infestations. Corporate owners must file electronically, while individual or joint owners may file either electronically or on paper.

The report requires owners to enter four essential counts: (1) total number of dwelling units, (2) how many units had bed bug infestations, (3) how many received eradication treatments, and (4) how many were re-infested after treatment. These counts must reflect actual activity during the 12-month reporting period and must be based on information from tenants or observations known to the owner. HPD emphasizes that owners must make “best efforts” to obtain infestation history from all units. Failure to file results in an HPD violation.

Once the report is filed, owners are legally required to make the information available to tenants. They must either: (A) post the official Bed Bug Information Notice and the filing receipt in a visible common area within 60 days, or (B) provide the form individually to tenants at each new lease or renewal. Owners must maintain proof of whichever notification method they use; creating their own template is not allowed—only the HPD-issued electronic form may be distributed or posted.

The filing process is simple: gather building and owner details, complete the infestation counts, choose a tenant-notification method, and submit the form online via the HPD Property Registration portal or by mailing the paper form (for eligible owners). HPD sends a receipt after submission, and records must be kept for compliance. This annual filing system ensures transparency, provides tenants with up-to-date infestation history, and strengthens NYC’s oversight of bed bug prevention and eradication across the city.
